Governors Annual Statement and Impact Report 2016 – 2017
Following guidance from the Department for Education the Governing Body has prepared this annual statement to parents for consideration. The Governing body at our school endeavours to fulfil the role defined by Government supported by the Local Authority. In doing so we hope that we can help to make our school the very best it can be for the benefit of our children and be even better today than we were yesterday.
The Governor role is intended to be strategic in nature offering challenge and support to the Head teacher and the school leadership team who are responsible for the day to day operational running of the school. In reviewing the way the school works, the Governors have gained an enormous respect for all the staff in the school. The amount of effort, care for our children, and “going the extra mile” we see on a regular basis from our staff, is nothing short of inspirational. It is not only academic progress that is in evidence in the school, but all the clubs and out of class learning that show what a broad and fulfilling education our children benefit from in our school. I would like to take this opportunity to give a huge thank you to all our staff for the level of effort and care they all contribute.
At Sharples Primary School members of the governing body have played, and continue to play, a strong role in driving the school forward. The current governors are all listed on the website. Each one of them is a volunteer who gives up their own time to fulfil their role as governor for the benefit of our children.
There have been twelve formal governor meetings for the year 2016 – 2017. Five of the formal meetings have been full Governing Board Meetings and the other seven have been committee meetings. Governor attendance has, as always, been of a very good level, with any absences having been fully explained, accepted and approved by the governing body. Details of Governing Board membership and attendance at meetings are available on the school website. All meeting were quorate.
We have a clerk that helps us to ensure all the topics we are required to discuss each year are covered, and we have 2 main committees that perform much of the detailed work in accordance with their terms of reference.
School Improvement Committee
This committee is responsible for ensuring the curriculum is broad and balanced, that teaching is at least good, reviewing the curriculum related policies of the school, ensuring that the school’s Self Evaluation is conducted appropriately and improvement plans implemented, and overseeing all aspects of Safeguarding and Child Protection. This committee meets once per term.
This committee is responsible for setting and monitoring the budget for the school, and overseeing the financial management of the school. This committee is also responsible for the maintenance and health & safely aspects of the school buildings, the selection and recruitment of staff, ensuring recruitment complies with “Safer Recruitment”, and dealing with staffing. This committee meets once per term.
The major concern of the governors is ensuring that our pupils progress appropriately in their education and appreciate that for this to happen the pupils must be supported by a well led, enthusiastic, professionally competent and motivated staff all working together within a safe, supportive, expectant but yet relaxing environment.
Governors appreciate too the requirements of our children’s parents and carers and their need to be satisfied about the overall leadership and management of the school and how it affects safety, learning and enjoyment of their children.
To achieve their objectives governors too must continually evaluate the role they have played within the life of the school, and publish relevant information to all interested parties. This statement and report are part of that evaluation and publication process.
School Improvement Plan (SIP) and Three Year Development Plan:
Governors work co-operatively with the head teacher and senior management in the writing and monitoring the School Improvement Plan. The School Improvement Plan sets aims for the forthcoming year starting in September. The SIP for 2015-6 was based on priorities identified from data, school self-evaluation and Ofsted priorities. The SIP is set out with clear aims, the key tasks which will be completed in order to achieve these aims and the success criteria in order to measure outcomes.
The main targets of the school improvement plan 2016-17 were:
· PPG has maximum impact in raising standards
· All observed teaching is at least good and 33% outstanding
· Governors have increased capacity to hold senior leaders to account.
· Children’s SMSC education is good.
· Children are safe at Sharples
· There is a vision that is shared by all stakeholders
· To develop questioning strategies that probe and deepen children’s understanding of their reading at all levels.
· Ensure greater depth and challenge in mathematics across the school.
· Reduced number of children who are registered authorised late
· To further promote British Values/anti-extremism.
· To improve the provision for shape, space and measures in Nursery and Reception
· To provide literacy rich learning environments with inviting reading areas
· To improve parental involvement in the children’s learning.
· To further develop use of target cards to ensure progress is measurable and accurate.
Co-operative working on preparation and implementation of the school improvement plan follows considerable research, preparation and input from the school leadership team and all other members of staff. The impact of the improvement plan has been to raise the quality of teaching and learning and to raise outcomes for children.
The governors visit the school as part of their monitoring of the SIP and of specific areas. These visits are considered a valuable opportunity for governors to be able to work closely with staff members across the school. Link governors aim to monitor specific aspects of the curriculum. Guidance in terms of the roles and responsibilities of governor during their visits are provided and regular training is available in order to up skill our team. The impact of visits to school has been to give governors a clearer understanding of the schools self-evaluation – particularly with regard to reading – and to have greater input in the School Improvement Plan.
Data is made available to governors through termly meetings with verbal and written presentations followed by question and answer sessions with the Head teacher, Assessment Leader and members of the Senior Leadership Team. By doing this the governors are able to benchmark their data against similar schools, the Local Authority and schools nationally to ensure the schools standards and expectations are high. Governors can then monitor and scrutinize the school’s performance from an informed point of view.
Particular scrutiny is placed on pupil progress across all ability groups including vulnerable groups and on the effective use of the Pupil Premium.
Governors review all policies annually to ensure that all guidance is current and up to date. Specific attention is paid to ensure that the school complies with the Department of Education mandatory policy list and the Local Authority recommended list.
The governors have worked closely with the Head Teacher, School Business Manager and Senior Leaders to monitor the school budget. The impact of the governors’ role in the school ensures that the budget is managed effectively, that limited resources have maximum impact, the school is well resourced and improvements are effective and continuous.
At Sharples Primary School the governors bring a wide variety of expertise to the school and this, in turn, helps to ensure the school continues to move forward and develop. Having had training previously, this year the annual cycle of Governor meetings was altered thereby enhancing governor ability to support and challenge.
Examples of the impact of governor expertise on school improvement include working in the classroom to support more able/less able, legal expertise, ICT expertise to help in monitoring the school’s website, building community relations, and recruitment.
Impact statement – review:
The governing body, the headteacher and senior leadership team and indeed all members of staff are constantly striving to improve and develop the school.
This has been successful with continued improvement in pupil progress and attainment.
Future and Continuous improvement:
The governing body and senior leadership team are constantly striving to improve and develop the school.
Ongoing and future areas for targeting will include:
· ensure continued improvement in pupil progress and attainment across all ability groups including vulnerable groups;
· ensuring that Governors and staff receive updated safeguarding training, and leadership updates level 3 training;
· replacement of mobile classrooms to provide a new library which can be used for teaching space;
